Budget programs from the Portfolio Budget Statements, joined to the contracts and grants funded under them.

Money becomes a contract only after it has been appropriated. The Portfolio Budget Statements set out, entity by entity and program by program, what the Commonwealth is funded to do in the budget year ahead. Reading them alongside the contracts and grants that follow shows which programs actually convert into buying, at what rate, and how long the lag is between a program being funded and a tender appearing.
For a bid team this is the longest lead time available anywhere in the public record — often a year before an approach to market exists. It is also the fastest way to sanity-check a rumour: a program that is not funded in the statements is unlikely to produce the tender someone has promised is coming.
